Robert is an electrical engineer with a master’s degree in Sustainable Energy Engineering and accredited Master of Renewable Energy from Renewable Energy Institute (REI). He has 15 years of experience in energy policy, planning, and engineering, including Renewable Energy related projects. For over 12 years, Robert has worked with various government departments and related stakeholders in the strategy, policy, planning, feasibility, design, implementation, financing, and operational management of public energy systems, including automation of grid network systems. He has led numerous large and multi-faceted projects in this space.

  • ⦁ M.S. in engineering, sustainable energy;
  • ⦁ Good knowledge of Rwanda’s energy sector and regional power system with more than 12 years of experience in the analysis and implementation of policies, regulations, and standards in energy systems (incl. renewable energy, digital solutions, distributed energy resources, storage, power system planning, and smart grid technologies);
  • ⦁ 12+ years of leading, coordinating, and managing large teams in the delivery of (public) energy projects involving planning, design, implementation, and operations;
  • ⦁ 10 + years of experience in power system engineering, with a focus on planning, design, and implementation of power systems, including renewable energy integration, distributed energy resources, grid storage, and smart grid technologies;
  • ⦁ 10+ years of leading and/or undertaking strategy and policy advisory, feasibility analysis, design, modelling, financing, and implementation of energy infrastructure projects;
  • ⦁ Excellent knowledge of international best practices in grid decarbonisation;
  • ⦁ Excellent knowledge of international best practices in power system planning and operations;
  • ⦁ Excellent knowledge of power system planning software, DigSILENT-Power Factory or PSS/E and SCADA;
  • ⦁ Excellent demonstrated skills in data collection, research, analytical methods, and drawing conclusions from analytical research;
  • ⦁ Ability to analyse policies, regulatory frameworks, and barriers, and design new instruments to work within the existing policy context;
  • ⦁ Excellent capacity to communicate and carry out sectoral and plenary consultations with key decision-makers such as relevant ministries, and national and local government agencies, and key stakeholders in the private sector, NGOs, and the academia;
